To be directly reviewed and issued an Investment Registration Certificate by the Department of Planning and Investment (or the Management Board), the project must be one that does not require a Decision on Approval of Investment Policies. If the project requires the state to allocate or lease land without auction, or if it is a project to build an urban area, a golf course, etc., it is mandatory to take a detour: obtaining policy approval from the Provincial People’s Committee or the Prime Minister before applying for the certificate.
